[Ansteorra-archery] New Combat Archery Rule affecting Egg Baldar Blunts

I have been on this list since we were asked to "go some place else as we
were cluttering up the Ansteorran list" and have never seen so much traffic
as to make it necessary to use a second list to keep the traffic to a
manageable level.
