This is not correct.  Once you earn a rank you keep that rank.  Your 
current average may rise and fall  but once you have earned a rank it is 
yours to keep.  If a person wants  they way simply concentrate only on 
Open Bow until they achieve the rank then move on and for the next X 
number of years concentrate on Period Bow.  Even if they never ever shot 
an open bow score again and was no longer listed in the current 
standings, they retain their achieved rank in that division and can 
continue to display the tassel.
