I think that you will find as the others have mentioned. It will be on a case
by case basis when you get to the field depending on the head design.

I do know that those who have not allowed 'sharp' bodkins in the past still
allow the ones I use which have a hard edge but not one of the needle points
or knife edges which what most are concerned with. Mine are not modbods which
I think you are describing, but they are short bodkins with a 4 sided pyramid
point.
