That's a good idea.  I have formulated some of my own "minimums" for a
candidate to understand and be able to demonstrate before I authorize them.
It is the same thing for authorizing AC, which I also do.  But nobody (to my
knowledge) has written them down.  It's all very well to say "read the
rules," but if you're interested, here are the things I want to make sure a
candidate understands, and can do before authorizing them.  Perhaps this can
be a start to a standard list.

1.  Know how to shoot the weapon at least in the direction of the target
(some measure of control)
2.  Be able to be in close proximity with other fighters without putting the
end of their bow into the eye-slots of their compatriots (situational
awareness)
3.  Be fully aware of where the safe area for spectators and non-combatants
is, and that they are strictly forbidden from shooting weapons in that
direction.
4.  Be aware of the minimum armor required (including the funky difference
now in the "archers" gauntlets" and regular demi-gauntlets).
5.  Be aware of the rules of the list and combat conventions (for both AC
and CA): Can they use the bow AND sword at the same time?  Can they block a
blow with their bow?  What are the differences in what arrows can be gleaned
and which ones can't, etc.  Some of these can change based on the war, like
how far away you have to be to shoot.  We are now a "clear-the-bow" kingdom,
but Trimaris is not.  So they will have to know if it is 10 feet, 15 feet,
or "clear-the-bow."
6.  Equipment standards, like the maximum draw of the different bows at what
length, how legal arrows are constructed, what legal arrows are, which
arrows you can shoot from which bows, etc.
7.  After I verbally test them on all this, I must observe them (or another
CA marshal who reports to me) in a melee situation to make sure they behave
in accordance with the above.

That's pretty much my list.  I hope it helps.

I stand (well, sit) corrected then. It had been my understanding that AC 
authorization was required for CA, and that was what our Barony's new 
combat archer had been told (by someone other than me) as well. I had 
thought it fell under those 'kingdom procedures' alluded to in the CPH, 
but not spelled out anywhere I can find them.
