This is not actually the case. They have to be an authorized combatant.
This comes from an old reading of the rules that stated vaguely that
everyone on the field had to be an authorized armored combatant. If you read
that very strictly, you would think all combat archers had to get an AC
authorization, but if you look just a little bit deeper you will see the
folly of it. Aren't marshals allowed on the field? They are authorized as
well for the field in question.
As others have pointed out, the new wording is much more clear that you have
to be authorized, but not with the vague 'armored combatant' restriction.
No person shall participate in Official Combat-Related Activities (including
armored combat, period fencing, and combat archery) outside of formal
training sessions unless they have been properly authorized under Society
and Kingdom procedures
