Could very well be.  I just sent mine in and it went through with no
problems.

Have you been sending them in plain text?  Sometimes my Yahoo Mail gets
really upset if I do rich text and I get that undeliverable thing.

e-mail sent directly to the address dont seem to bounce,
just those sent through the reporting page.
 
i got the response for both my combat archery marshal 1/4
report , and my  branch target archery marshal 1/4 report.
