I believe HL Ironwyrm of Steppes is the local authorizing marshal for combat archery.  And he will be at Three Kings.

I did this prior to Gulf Wars 2004, 9 heavy fighters, including one Knight. Then 2005 came with the re-set of all authorizations, which included restricting authorizing marshals for all activities. So, I am authorized as both a Heavy and Missile Marshal at this moment - not an authoring marshal for either!

The grass roots grumbling i hear is it keeps folks from getting into to 
CA because the initial hurdle is too high...

what do you think of this contention.
