You should direct them to the Kingdom Deputy Missile Marshal for Siege.  
He can be reached via
http://marshal.ansteorra.org/siege_weapons/

You wont get copied on a Siege Marshals report because archery marshals 
report to you and the Siege Marshals report to Miguel.  The only time 
you get copied and can see if they reported or not  is if they are both 
an Archery Marshal and a Siege Marshal in which case  both you and 
Miguel will see the report.


*Daniel,*  the reports you filed this year were on the following dates:

2/17/2010
5/31/2010
8/10/2010
10/16/2010


The instruction for reporting (see the above link) says:

*All Siege Marshals must report quarterly to the Deputy KMM for Siege 
Weapons.* Quarterly reports_are due the first week of the last month in 
each calendar quarter_. The report should cover all thrown weapons 
activities since the previous report.

*Report* 		*Due Date*
First Quarter 		February 28
Second Quarter 		May 31
Third Quarter 		August 31
Fourth Quarter 		November 30


When you submit a report 6 weeks early like you did in October it 
becomes more likely it will be missed and mistaken for a late report 
from the previous quarter rather than a report that is 6 weeks early for 
the current quarter.  But, since your recent reports have only been as 
for a a marshal for Siege Katya would not have received any reports from 
you.
