[Ansteorra-archery] quarterly reports

This is a report that is to be filed by every archery marshal in the 
kingdom, not just those that are currently filling an office.

Since it is an on-line report and someone else is taking care of the 
duties, if they have not been holding practices and stuff it would be 
very quick to fill out.
