[Ansteorra-archery] [Mm] Local, At-Large and Authorizing Missile Marshal quarterly reports due

Actually we're going to need these in time for me to compile and get them to
SCA by the 1st of March.  So if regionals and deputies could have reports in
to me by, say, Thursday of this week (Feb 24th), I'd appreciate it.
