[Ansteorra-archery] Archery Marshals-At-Large No Longer Required to Report

Yay! Now I can do the Happy Dance:-) Now everyone can puke at the 
thought of me doing the Happy Dance, just happy to be able to share with 
everyone!

This will make it much easier to maintain marshals.
