They are the same word.  Actually Chomp is a modern alteration of the 
more period Champ.

Websters list  Champing at the bit and chomping at the bit as examples 
for both.

    /Thirty white horses on a red hill,/
    /First they champ,/
    /Then they stamp,/
    /Then they stand still. /
