greetings 

that would really depend on a persons definition of " special needs "  are they physically restricted ?? 
I taught a wheel chair bound young lady to shoot longbow, something she had wanted to do her entire life, and had been repeatedly told it was impossible..  ( by people that didn't posses the knowledge that I did )
adaptations can often be arranged , if the issue is known in advance.

are they mentally restricted?? 
you almost have to go on a case by case and moment by moment system.
I have seen children go from listening / paying attention , to drawing a bow and screaming at people down the firing line, with no cause discernable to anyone present .

a lot of the time , it may even boil down to " are there enough marshals available, in order to place a marshal one on one with the archers in question.
for practices , it may require that special practices are arranged , in order to get the special needs person comfortable with shooting, and safety rules.

are they on medication that slows their thinking and reaction time ??
just like alcohol use prior to shooting is against the rules, I also feel that if someone walks onto my range with dilated eyes and slowed responses , they are not safe to have on my ranges.

but this is just my opinion.
in most cases you will need to check with the mic and the line marshals at you local practices, and any events you attend.

  I agree that there are areas and groups that do pretty good. One thing that I have noticed is that we have MANY MANY kids (under 11 or 12) but that we do not have as many that are older than that. I know our son Baldo was pretty good archery and was shooting but once he hit about 14 the SCA was no longer "Cool" so he did not want to do it anymore:-( I think this happens with many of the kids in the SCA. One thing that had been discussed before and they recently setit up for IKAC and I believe we can now make it an option on the RR is to have both children (10, 15, 20 yards with timed at 10 yard) and a youth division that is 15, 20, 30 with a timed round at 15 yards. This MIGHT help or it might now. If it is available for us to use we should consider using it and making it available.

Admittedly there are rather few participants and I agree we can do  more to recruit the children. On the other hand we have quite a few wee folk participate in archery at the events I frequent.
