increase posing another problem.  We have a hard enough time coming up with
enough paid members sometimes to keep all our offices filled.  Raise the
rates, and some groups may have even more trouble staying afloat as
financially strapped members have to give up their memberships and can no
longer hold offices.

Just something for the BoD to think about.
