[Ansteorra-archery] Quarterly reports due!

Reminder that quarterly reports are due tomorrow (Feb 19th) by midnight!
Branch marshals must submit reports regardless of how much (or how little)
activity they've had. At-large marshals should submit reports if they did
any marshal activities, INCLUDING authorizations.
