[Ansteorra-chirurgeon] Hard Copy Certs

Hey, gang, 
all Regionals should be cleared to update records in the computer.  If
you're not, please contact HL Caelin at your earliest convenience to
mend the issue.
 
BUT
 
I would still humbly request that I receive a hard copy for the
individual Chirurgeon's file.  Scanned and emailed works fine, if you
have that capability.
