to educate Jane and Joe Dancer and spread dancing throughout the 
kingdom or is it to put feathers in the caps of a few dance leaders?  
Or both?  They're not necessarily mutually-exclusive.

The guild is to educate and encourage a number of dance leaders so 
that they can then teach and provide dance opportunities for Jane and 
Joe Dancer, as well as to encourage Jane and Joe to achieve the next 
higher level of dance knowledge and skill.
