[Ansteorra-marshals] Test run for the electronic authorization card process

In your case, I'd be highly suspect of your ISP.  In my 20 years of support
experience, if ANY ISP will filter out an email you want, Cox.net is the ISP
that will do it.  I manage a customer service call center, and
cox.netcustomers almost NEVER get the emails from our company that
they sign up to
receive.  It's crazy.
