[Ansteorra-marshals] Armored Marshal Test

I really like the idea of a marshal test. Thanks for putting this together.

I took the test without any study to prepare, and closed-book. I got a 76%
score, which is passing but not great. Don't let anyone tell you that this
is too hard. Now I need to review the questions I missed.

Effectively immediately, prior to granting field marshal authorizations,
candidates must take (and pass) the following quiz:

When they take the test, it will automatically email the marshallate
secretary and the kingdom armored marshal.

After the marshallate secretary has received the proof, the authorization
marshal can update the record in the database.
