[Ansteorra-missile] Clear the bow!

Directly to you and to the mm at ansteorra.org list on August 2nd, 2007 in
response to discussions started by you on July 26th regarding Rapier CA.
This discussion, as well as discussions with the Kingdom Rapier Marshal and
other rapier folks, is what brought about the restriction to 30# bows and
600IP crossbows for Rapier CA in our upcoming rewrite.
