[Ansteorra-rapier] Regional Fighter Practice

My fellow rapier fighters, hear the call. We need you to show up and
practice melees. Even if you are not going to Gulf, we need you to practice
against. And if you have any experience we could use please come give it.
Anything you do to help us will only help Ansteorra. So please show up.
