[Ansteorra-rapier] Proposed revision to rapier rules

I've been called to use them about once a year in a tourney I regularly 
attend---  two young men from the shire always want to use them in a 
bear-pit tourney....   I have my doubts regarding the reasons they want 
to use them, but I oblige---

I have a 40" Musketeer in a DarkWood hilt that is stiffer than any 
schlager I've ever owned...  when I get a bend on a hit with it, it's 
hard to say you didn't feel it....  especially since it has a standard 
epee' button tip, as stipulated in the rules-- not a rabbit blunt.

I'm personally ambivalent but lean to the dying a natural death idea...
