[Ansteorra-rapier] Proposed revision to rapier rules

The authorizing cards are not set up for Rapier Combat. The auth cards are
set up for Light or Heavy and then Marshal.

Unless a marshal only checked off light when meant heavy, which could
happen but I would like to think a Marshal would know better.
