[Ansteorra-rapier] Proposed revision to rapier rules

Greetings,

I have never picked up a foil in the context of the SCA. I don't remember
if my reauthorization down here included epee or not. Avery was either the
marshal or my partner, or both, I don't remember. He might recall.

I have yet to see an authorization performed down here that required anyone
to pick up a foil, and I don't recall seeing any of them require they go
get their epee.
