[Ansteorra-rapier] Proposed revision to rapier rules

The revision suggested seems to make the rules reflect the "situation
on the ground".

For the sake of new fighters, I'm in favor of the revision. Telling
them "Foils and epees are allowed, but you can't fight with them..."
is a bit confusing. Given the startup cost to participate, a new
fighter who spends precious money on an unusable weapon can get
discouraged.
