[Ansteorra-rapier] Proposed revision to rapier rules

Hmmm, so the multiple messages of people saying to keep epees and foils
seems to have a common thread.  That they are used for training.

Cool.  What about dropping them as a tourney weapon, but keeping them for
practice?

Just throwing ideas out.
