[Ansteorra-rapier] Proposed revision to rapier rules

Another fossil to consider would be Don Sebastian. He does not like the
feel of the heavy blades, and chooses not to fight with them.
If he were not so busy in school, I would think he would have sent this
himself. Though he may not be on this list.
