[Ansteorra-rapier] Proposed revision to rapier rules

I'm not 100% sure adding yet another tick box is an ideal solution. That akin to putting a band aid to a bullet wound.

That being said, I certainly understand both sides of the argument but have to say I agree with retiring F/E. My first sword was an epee when I said I wanted to fence. That was over 3 years ago. I've held that sword exactly twice. Once when it was given to me and the second when I took it out to PiP to get feedback on it

I'm not sure I qualify as a new fighter any longer but compared to the majority of those who have weighed in, I am and as a new fighter, I have yet to be presented much less see a F/E at any if the events I have been to from Namron to Stargate in the past 2 years.

Just my thoughts.
