[Ansteorra-rapier] Opening - Norther Regional Rapier Marshal

Greetings Ansteorra,

At this time, Lord Marquet is coming to the end of his service as the
Northern Regional Rapier Marshal. If you are interested in this position,
please send applications to myself and Lord Marquet. Again, you do need to
be a paid member to be the Regional Marshal. Applications will be due
September 9th.
