This is really awful.  As much as I love dogs, this sort of thing cannot be allowed.  Catch the dog with tags if possible and consider taking legal action against the
owner.  And Robin is absolutely right - down here in South Texas (where there's lots of coyotes), you always see donkeys (and sometimes mules) with livestock whether
it be horses, cattle, or sheep.  They bond with the animals they are placed with, are fearless, and will go after anything that harasses "their" herd.  The ranchers
around here wouldn't go without them.  The problem with having a single dog as protection against packs is that the poor thing is automatically outnumbered (not to
mention doggy mentality issues involving domination/subordination coming into play) .  Donkeys don't give a flip about that and will take on most anything.
Surprisingly enough they also make great pets, so they would be safe to have around the public.
