[Bards] bardic college

So in all these emails, I haven't seen anyone voice an objection to starting/re-starting the bardic college.  Lots of discussion, but no objections.

We seem to have taken a step forward and stopped to mill around for a while, looking forward and back.

We've identified what we want: A Bardic College.

Now, what do we want that bardic college to do?  What purposes and goals can we identify?
