[Bards] badge discussion

More importantly, who are adamant about using armory correctly.

Here's my opinion:

If people want a badge for the use of all bards, there's nothing wrong with 
that.  The established procedure is to design and submit such a badge.

I will never use armory I haven't got the right to.  I will never sign a 
petition asking that armory be reassigned against the will of its owners.  I 
will never sign a petition asking for armory to be re-assigned unless I'm 
one of the owners.

When I have wanted armory for a new purpose, I have designed and submitted 
it.  This includes my personal badge and the badge of the White Scarf of 
Ansteorra, among others.  That's the proper procedure.  When the Queen's 
College of Bards wanted armory, we talked about it, two designs were brought 
up, the college voted, and it accepted and submitted Cadfan's design.  That 
badge was passed for the use of that College.  That college also allowed its 
use by titled bards, as well as its members.

If people want a badge for the use of all bards, there's nothing wrong with 
that.  The established procedure is to design and submit such a badge.
