When it started, it was owned by the College,  and the College officers -- the Principal of the College and the Premier Bard -- took on the responsibility of setting the event up.

When the College was banned, the Premier Bard inherited that responsibility.  Some Premier Bards have focused on it, and some didn't seem to realize that it was part of the responsibility, because the structure to support it had been destroyed.
