[Bards] Westgate Bards and Garb

Thanks Antonia. :) You beat me to the punch this morning.  In addition, 
the idea I had for issuing bardic challenges is cancelled, since no one 
else offered to host any bardic challenges, and I do not want to change 
the schedule of classes beyond this point.
