[Bards] New Lyre

I wanted to give a bit of word fame to Master Jovian who built a
Anglo-Saxon lyre that will be added to the regalia for the office of
the Premier Bard.    I will have the lyre present at Gulf Wars.
Thank you again Master Jovian for a wonderful piece of craftmanship.
