In answer to your question go  to the Non-static judging form one of the first things on the form is the question what are you entering. At this point you would describe what you want to be judged on. 
This question in on the Static judging forms and that way the judges know if the embroidery on the dress or the cloth it is made of is the item to be judge or the whole dress.
