[Blacklake] archery equipment

I've been asked to marshal the archery at Sentinel. My Q? is-

1 Does the Shire have loaner archery equip.

2 My thoughts on borrowing another persons equipment is ( the archer with his own equipment ), who spent time & money gathering what is needed, plus the additional time practicing is beaten by someone who doesn't have any equipment.

 Can this happen on the heavy list? 

Since this is a Blacklake event, I think everyone should have a voice in this matter.
