Yes, it's real.
I read this on Yahoo's news page, where they told the
story of a woman who has a son in the Army.  She was
collecting cans of silly string at her church, and a
pilot who heard about it was going to transport the
cargo for them.  Her son told her that he got the idea
from some marines.  The silly string has a good range
on it, and can be sprayed across a room to detect trip
wires for "booby traps" over a considerable area.  The
story went on to say that the military encourages
troops in the field to find innovative ways to do
their jobs, and that most commanders have some
discretionary funds for just this kind of thing, but
not enough.  
You may be able to read an archived copy of the story
from Yahoo! news...
