Ok read the website and from what I can gather it is only for the kingdom of
Lochac so far,  and its for archers, siege crew and banner bearers (have not
seen many of them).
Interesting read  though.

Greetings all,

For those who have not heard, there is a plan afoot to change the way light
combat works in the society. If the SCA-wide plans come into force, then all
existing light combatants will need to re-authorise as heavy combatants,
wearing society full-contact minimum armour and being prepared, in principle
at least, to be hit.

As a light combatant (archer), I am dismayed by this plan. I believe that
non-contact combat is of immense importance to Lochac and is a significant
part of our Kingdom tradition. I have spoken out on this topic - if you feel
