Populace Meeting is usually the *last* Thursday of a month
--in case there are 5 Thrusdays in a month--
For October 2013, Their Excellencies published an announcement that
Populace will move to TUESday, Oct 29
rather than on Halloween.

Is Populace on the last Thursday of the month or on the 4th Thursday?   I
have it programed in the website calendar for the 4th Thursday, which would
make it THIS Thursday night instead of on Halloween next week.

Populace falls on Halloween this year so we will be changing this to Tuesday
the 29th. We will either meet at Gander Mountain if available or Chine
