Susan, I'll agree with you. While I haven't been to many events in this area, that has been my experience in other kingdoms - if you don't know anyone when you walk in, you may still not know anyone when you walk out.
If someone in the group makes a point of asking "Is anyone here tonight for the first time?" and calls for a round of introductions, that would help a great deal. Just a simple acknowledgement like this would go a long way towards keeping new members, in my opinion.

A valid question; in all seriousness, if the SCA/group is interested in
gaining/retaining new members, there needs to be someone at public
activities (especially for things like PiP) who is on the lookout for new
faces. This person needs to be able to go up to those people, maybe give a
short intro to the SCA and make the newcomer feel welcome. I think this is
the thing that is really needed. As I said, with just a few exceptions, I
felt totally ignored the times I've gone out to PiP; for someone totally new
to the SCA, this would be very off-putting, I understand that people already
involved in the SCA will have their group of friends that they want to hang
out with, a newcomer probably wouldn't and may not ever come back if the
first reception is poor. All the demos in the world will not help, if
interested individuals are not given a welcome.
