It seems to me that the issue might best be resolved by determining first and foremost: Is this mailing list an official or non-official form of communication?
   
  And the key question that will answer that question is: Who determines whether this is an official or non-official form of communication? Is that something that the Barony can decide? Or is it officiated in the rules somewhere that if a medium becomes a primary form of communication, it becomes de facto official even if its origins, maintenance, and equipment are privately held?
   
  Emeline are there any rules regarding this on paper? I'd kind of like to know whether or not this is an official channel of communication as well.
