Um, wow... I mailed this to the list like hours ago... it only now showed up? I guess the question's been answered and officially it is not an official form of communication, right? *despairs about slow response in email...*

  And the key question that will answer that question is: Who determines whether this is an official or non-official form of communication? Is that something that the Barony can decide? Or is it officiated in the rules somewhere that if a medium becomes a primary form of communication, it becomes de facto official even if its origins, maintenance, and equipment are privately held?
   
  Emeline are there any rules regarding this on paper? I'd kind of like to know whether or not this is an official channel of communication as well.
