Usually it's a half-circle, with a smaller half-circle collar added.
A yard of 60" wide fabric will give you a 60"-diameter semi-circle,
which is a good size.  You can squeeze the collar out of the corners
or buy a little extra fabric.  Then the same amount for the lining.
You can also make it fuller if you like.  Don't make the neck TOO big.
