This is not completely true. I now there is at least one outdoor range within
the city limits. UT has one at intramural fields that is outstanding.
Unfortunately in the past they only allowed UT students & staff to use it even
when groups like the College sponsored the shoots.

Now that being said, I haven't looked for the rules lately.
