It's also possible to find the metal cheap, if you do some legwork. Some

$$. You just have to find 4 scraps big enough to make your cops out of.
Also, you could make them out of retired road signs. I believe you can
get old signs for free somewhere (Marion might know more about this; I
think he's scrounged signage before.) They're aluminum, not steel, but
the requirement is for 'rigid material', not steel.
Another alternative is a good, thick Kydex or ABS plastic. Not as pretty
as metal, but can be heated then shaped, and makes a good, rigid knee or
elbow cop if shaped right.
