There is perhaps another issue here as well. It seems (in my somewhat limited) experience that the different activities receive differing "value". It is a given that we cannot do all activities at all events (at least well) and that there will be some conflicts between what we want to do. The issue seems to be whether we are valuing all of the different activities equally and giving each it's fair share of our event schedule. Do we ensure that all of the major activities have a chance to be featured? What gets dropped because the event stewards are trying to juggle the herculean tasks and still meet everyone's interests?
It would seem to me that having a set schedule of when a particular activity was featured could help keep some of those interests from being dropped altogether in a given year.
I understand the constraints of time on choosing between competing activities. My second job prevents me from being able to participate in PIP and most of the guild activities I would like to be involved in. My desire to attend and assist with an event (when my schedule allows) is greatly impacted by what is going on at the event. If the focus is solely on activities that I am not strongly interested in, I am less inclined to use what little "free time" I have available. I don't expect everything at all events to be of great interest to me, but if the activities that I greatly interested in are absent, then I am hesitant to use what little free time I have on those events.
Just the perspective of someone with way too much work and way too little time.

Of course, we should still, from time to time, look at our scheduled Baronial activities to see if they are fitting the needs of the majority of the populace and adjust if needed.
I'm reminded of what I mention to folks when they ask me how much time it takes to practice falconry. My standard answer is "if it's something you are truely passionate about, then you will find the time. If you can't find that time, then perhaps this is not the thing for you."
Of course, the trouble is that there is so much cool stuff to spend your time on these days that we want to do it all! But, alas, like Ysabeau says, we have to set priorities.
