[Bryn-gwlad] Armor requirements

As was pointed out in a recent conversation, the Kingdom's heavy armor
requirements have changed significantly.  In most cases the rules are less
stringent than in the past, so your current armor is most likely still
legal.  Just be aware of what's required as you make new armor or repair
your kit.

Here's the new rules for heavy, light, youth, siege, thrown weapons,
equestrian, and non-combat.
