My experience with property taxes doesn't bear this out.  Williamson County 
seems to be about the same as Travis County.  The biggest chunk of your taxes 
will be the school district, which is independent of which county you're in.

As for your question about the forge, I am not aware of any wide area 
restrictions on such things.  You'd more likely find such a restriction as 
part of a specific homeowners association.  Around here most neighborhoods 
have deed restrictions enforced by the local homeowners association, which is 
another good reason for looking further out where you're less likely to be 
part of a neighborhood.
