[Bryn-gwlad] Minor Waivers/Medical Authorizations for Minors/Minor Permission Forms

I don't think there's any way we can (or should) prevent adults from
bringing non-related minors to the park. The park is a public area and has
no restrictions. What we CAN limit is minors without forms participating in
certain activities, such as youth combat. That would certainly fall under
the "form required" rule.
